Is AB 32, California’s law limiting carbon pollution, a job killer or job creator? When Governor Schwarzenegger signed AB 32 in 2006, the state’s unemployment was around 5 percent. Now it is around 12 percent. Cause or coincidence? Proposition 23 would suspend AB 32 until the state achieves four consecutive quarters of unemployment below 5.5 percent, which has happened only three times in the last 30 years.
